Report: Richest 7% got richer during recovery

(AP) ? The richest Americans got richer during the first two years of the economic recovery while average net worth declined for the other 93 percent of U.S. households, says a report released Tuesday.

The upper 7 percent of households owned 63 percent of the nation's total household wealth in 2011, up from 56 percent in 2009, said the report from the Pew Research Center, which analyzed new Census Bureau data released last month.

The main reason for the widening wealth gap is that affluent households typically own stocks and other financial holdings that increased in value, while the less wealthy tend to have more of their assets in their homes, which haven't rebounded from the plunge in home values, the report said.

Tuesday's report is the latest to point up financial inequality that has been growing among Americans for decades, a development that helped fuel the Occupy Wall Street protests.

A September Census Bureau report on income found that the highest-earning 20 percent of households earned more than half of all income the previous year, the biggest share in records kept since 1967. A 2011 Congressional Budget Office report said incomes for the richest 1 percent soared 275 percent between 1979 and 2007 while increasing just under 40 percent for the middle 60 percent of Americans.

Other details of Tuesday's new report:

?Overall, the wealth of American households rose by $5 trillion, or 14 percent, during the period to $40.2 trillion in 2011 from $35.2 trillion in 2009. Household wealth is the sum of all assets such as a home, car and stocks, minus the sum of all debts.

?The average net worth of households in the upper 7 percent of the wealth distribution rose by an estimated 28 percent, while that of households in the lower 93 percent dropped by 4 percent. That is, the mean wealth of the 8 million households in the more affluent group rose to an estimated $3.2 million from an estimated $2.5 million while that of the 111 million households in the less affluent group fell to roughly $134,000 from $140,000.

?The upper 7 percent were the households with a net worth above $836,033 and the 93 percent represented households whose worth was at or below that. Not all households among the 93 percent saw a decline in net worth, but the average amount declined for that group.

?On an individual household basis, the average wealth of households in the more affluent group was almost 24 times that of those in the less affluent group in 2011. At the start of the recovery in 2009, that ratio was less than 18 to 1.

?During the study period, Standard & Poor's 500 stock index rose by 34 percent, while the Standard & Poor's/Case-Shiller index for home prices fell by 5 percent.

Hagel: Israel and US see 'exactly the same' threat from Iran

On a trip to Israel, Secretary of Defense Chuck Hagel said the US and Israel view the threat from Iran the same way, but differ on the point at which military action would be necessary.

Hagel?used his first visit to Israel as Pentagon chief to highlight his view that Israel must decide for itself whether and when to pre-emptively attack its neighbor.

"Israel will make the decision that Israel must make to protect itself, to defend itself,"?Hagel?told reporters before arriving here on Sunday to begin a weeklong tour of the Middle East.

Hagel?acknowledged that while Israel and the US share a commitment to ensuring that Iran does not acquire a nuclear weapon, there "may well be some differences" between the two allies on the question of when Iran's leaders might decide to go for a bomb.

He said there is "no daylight at all" between Israel and the US on the central goal of preventing a nuclear-armed Iran.

But he added, "When you back down into the specifics of the timing of when and if Iran decides to pursue a nuclear weapon, there may well be some differences."

Israeli Prime Minister Benjamin Netanyahu tends to see more urgency, reflecting in part the fact that certain Iranian technological advances toward a nuclear weapon could put the program beyond the ability of the Israeli military to destroy it with airstrikes. US forces have greater reach.

The first thing?Hagel?did upon arrival in Jerusalem was take a guided tour of the Yad Vashem Holocaust history museum, participate in a ceremony at the Hall of Remembrance and write an inscription in the guest book at a memorial for the 1.5 million Jewish children who perished in the Holocaust.

"There is no more poignant, more touching, more effective way to tell the story than this reality, as painful as it is, but it is a reality," he said after completing his visit. "It did happen, and we must prepare our future generations ... for a clear understanding that we must never allow this to happen again."

In an interview on an overnight flight from Washington,?Hagel?repeatedly emphasized Israel's right of self-defense and stressed that military force ? by implication, Israeli or American ? remains an option of last resort.

"In dealing with Iran, every option must be on the table," he said.

Hagel, 66, came under intense fire from Republican critics, prior to his February Senate confirmation hearing, for some of his past statements on Israel. His critics painted him as insufficiently supportive of the Jewish state.

Cuba to turn over Florida couple and children

HAVANA (AP) ? Cuba said Tuesday that it will turn over to the United States a Florida couple who allegedly kidnapped their own children from the mother's parents and fled by boat to Havana, ending days of drama that evoked memories of the Elian Gonzalez custody battle of more than a decade ago.

Foreign Ministry official Johana Tablada told The Associated Press in a written statement Tuesday that Cuba had informed U.S. authorities of the country's decision to turn over Joshua Michael Hakken, his wife Sharyn, and their two young boys.

She did not say when the handover would occur, but reporters saw Sharyn Hakken leaving the dock of Havana's Hemingway Marina in the back seat of a Cuban government vehicle and workers later said that all four Hakkens had been taken away.

An AP reporter spotted the family earlier Tuesday beside their boat at the marina. A man who resembled photographs of Joshua Michael Hakken yelled out "Stop! Stay back!" as the reporter approached, but there was no outward sign of tension or distress between the family members.

Tablada said the Foreign Ministry had informed U.S. diplomats on the island "of the Cuban government's willingness to turn over ... U.S. citizens Joshua Michael Hakken, his wife Sharyn Patricia and their two minor sons."

She said Cuba tipped the State Department off to the Hakkens' presence on Sunday and that from that moment "diplomatic contact has been exchanged and a professional and constant communication has been maintained."

U.S. authorities say Hakken kidnapped his sons, 4-year-old Cole and 2-year-old Chase, from his mother-in-law's house north of Tampa. The boys' maternal grandparents had been granted permanent custody of the boys last week.

The U.S. and Cuba share no extradition agreement and the island nation is also not a signatory of the Hague Convention on the Civil Aspects of International Child Abduction, an international treaty for governmental cooperation on such cases.

Cuba has harbored U.S. fugitives in the past, though most of those cases date back to the 1960s and 70s, when the island became a refuge for members of the Black Panthers and other militant groups. More recently, dozens of Cuban Medicare fraud fugitives in the U.S. have tried to escape prosecution by returning to the island.

But Cuba has also cooperated with U.S. authorities in returning several criminal fugitives in recent years, including Leonard B. Auerbach in 2008. Auerbach was wanted in California on federal charges of sexually abusing a Costa Rican girl and possessing child pornography. He was deported.

In 2011, U.S. marshals flew to Cuba and took custody of two American suspects wanted in a New Jersey murder.

Hakken lost custody of his sons last year after a drug possession arrest in Louisiana and later tried to take the children from a foster home at gunpoint, authorities said. A warrant has been issued for his arrest on two counts of kidnapping; interference with child custody; child neglect; false imprisonment and other charges.

"My team and I working very hard to ensure safety for two Amcit kids," Conrad Tribble, the No. 2 U.S. diplomat on the island, said via Twitter later Tuesday, using a shorthand for "American citizens."

According to the Hillsborough County Sheriff's Office, Hakken entered his mother-in-law's Florida house last Wednesday, tied her up and fled with his sons. Federal, state and local authorities searched by air and sea for a boat Hakken had recently bought. The truck Hakken, his wife and the boys had been traveling in was found Thursday, abandoned in Madeira Beach, Florida.

"He'll have to face in Hillsborough county the charges he has with the sheriff's office," spokeswoman Cristal Bermudez Nunez Nunez said. She said she did not know how the family would be returned or what will happen when they arrive on U.S. soil.

Terri Durdaller, a spokeswoman at the Florida Department of Children and Families, said it was not clear where the children will ultimately be placed.

"Louisiana is the ultimate decision maker on where these children will reside. It's likely they will be placed back in Florida with the grandmother," she said.

The family's flight to Cuba harkened back to the 1999 child custody case involving Elian Gonzalez, though unlike Gonzalez, the Hakkens had no apparent ties to the island.

In 1999, 5-year-old Gonzalez was found clinging to an inner tube off Florida after his mother and others drowned while fleeing Cuba toward American soil. The boy was taken to Miami to live with relatives, but his father in Cuba demanded the boy be sent back.

U.S. courts ultimately ruled Gonzalez should be sent back, though his Miami relatives refused to return him. In April 2000, U.S. federal agents raided the family's home and he was returned to Cuba soon after. He has since grown into a young man and joined a military academy.

At the Havana marina on Tuesday, the family showed no sign they knew a decision about their fate had been made. The four strolled by an outdoor restaurant as security officials kept reporters at a distance.

The youngest child was seated in a stroller and the elder boy sat down on a curb. A woman who resembled Sharyn Hakken was seen on the boat.

Cuban officials told reporters not to take pictures of the family or the boat, which bore the name Salty and had a paw print on its side.

Andrew Zych, a Canadian docked in a sailboat steps away from the Hakkens, said the family had arrived recently and seemed normal.

"I liked the way they played with the kids," he said, adding he was surprised to learn of events in the U.S.

Research from Western University and Lawson Health Research Institute sheds new light on a gene called ATRX and its function in the brain and pituitary. Children born with ATRX syndrome have cognitive defects and developmental abnormalities. ATRX mutations have also been linked to brain tumors. Dr. Nathalie B?rub?, PhD, and her colleagues found mice developed without the ATRX gene had problems in in the forebrain, the part of the brain associated with learning and memory, and in the anterior pituitary which has a direct effect on body growth and metabolism. The mice, unexpectedly, also displayed shortened lifespan, cataracts, heart enlargement, reduced bone density, hypoglycemia; in short, many of the symptoms associated with aging. The research is published in the Journal of Clinical Investigation.

Ashley Watson, a PhD candidate working in the B?rub? lab and the first author on the paper, discovered the loss of ATRX caused DNA damage especially at the ends of chromosomes which are called telomeres. She investigated further and discovered the damage is due to problems during DNA replication, which is required before the onset of cell division. Basically, the ATRX protein was needed to help replicate the telomere.

Working with Frank Beier of the Department of Physiology and Pharmacology at Western's Schulich School of Medicine & Dentistry, the researchers made another discovery. "Mice that developed without ATRX were small at birth and failed to thrive, and when we looked at the skeleton of these mice, we found very low bone mineralization. This is another feature found in mouse models of premature aging," says B?rub?, an associate professor in the Departments of Biochemistry and Paediatrics at Schulich Medicine & Dentistry, and a scientist in the Molecular Genetics Program at the Children's Health Research Institute within Lawson. "We found the loss of ATRX increases DNA damage locally in the forebrain and anterior pituitary, resulting in systemic defects similar to those seen in aging."

The researchers say the lack of ATRX in the anterior pituitary caused problems with the thyroid, resulting in low levels of a hormone called insulin-like growth factor-one (IGF-1) in the blood. There are theories that low IGF-1 can deplete stores of stem cells in the body, and B?rub? says that's one of the explanations for the premature aging. This research was funded by the Canadian Institutes of Health Research.

A study of one man?s experience at the hands of his abusive wife showed that the most prominent feature of under reporting is the fear many men have of ridicule and disbelief -?Mandy Carey, 2010.

Domestic violence covers a wide range of abusive behaviours occurring as part of a process in intimate adult relationships.?In Ireland domestic and gender-based violence, whether mental, physical, emotional or otherwise, has traditionally been framed exclusively in terms of male perpetrators and female victims. Indeed, the term ?domestic violence? is almost synonymous with male on female violence.

However, while the impact and severity of abuse experience by woman is undoubtedly greater than the violence suffered by men,?it is now widely accepted that both men and women can be both victims and perpetrators of domestic violence.

Differing societal norms and expectations present singular difficulties for male victims of domestic violence. Subsequent to violence from their partner is the fear of further victimised for failing macho stereotypes and for not protecting themselves and/or their children. Men may respond by seeking to conceal the abuse, seeing humiliation as the worse alternative. Further,?men are reportedly less likely to view their victimisation as reaching a threshold sufficient to constitute domestic violence or indeed a criminal offence.

Though exact figures are believed to be grossly under-reported, support services for male victims of domestic violence have consistently reported increases in demand for their services over recent years. According to AMEN,?2012 was the busiest year of the service?s 15 years in operation, due possibility to the added financial pressure on families.?January and October are reportedly the busiest months. In 2011,?38% of those who came forward said they were suffering psychological abuse, while 36.5% said they suffered regular verbal abuse.

Some of these trends may in part be attributable to an increased awareness of support and willingness to avail of same.

According to research carried out by Watson and Parsons (2005) for the National Crime Council found that:

  • 6% of men suffer severe domestic abuse, compared to 15% of women;
  • 26% of men suffer domestic abuse including severe abuse and minor incidents, compared to 29% of women;
  • 13% of men and 13% of women suffer physical abuse or minor physical incidents; and,
  • 29% of women (1 in 3) and only 5% of men (1 in 20) report to the Garda?.

The study also reported that circa 88,000 men have been severely abused by a partner in Ireland at some point. These findings are buttressed by?research spanning 40 years which indicates that men and women self-report perpetrating domestic violence at similar rates.

Man have the same rights as women as regards bodily integrity and safety in the home. The same legislative provisions, such as the Non-Fatal Offences Against the Person Act 1997 (governing, inter alia, offences such as harassment, coercion, assault and threats to kill), and domestic violence legislation (providing for safety, barring and protection orders).

Unlike their male counterparts, female perpetrators of domestic violence will often continue to enjoy the legal presumption that any children the couple may have are better off in the care and custody of their mother. Male victims can thus be presented with the option of continuing to live with abuse and remain with their children, or to leave behind the home and the violence, along with their children.

Female on male domestic violence does not get much attention from policymakers or, apart from the odd article, the media. Absent is ?a willingness to develop a greater understanding and study of the phenomenon, critical thinking about resourcing of support services, and awareness among emergency services and frontline staff.

SAfrica: H7N1 bird flu found in ostrich farm

JOHANNESBURG (AP) ? South African officials say they have detected bird flu on an ostrich farm but that it is unrelated to the strain that has killed eight people in China.

Still, the discovery is another blow for an industry that has lost 40 percent of its 50,000 farmers since the European Union imposed a ban on imports of South African ostrich meat after a 2011 outbreak.

Then, officials killed 50,000 birds infected with the H5N2 strain.

Western Cape agriculture chief Gerrit van Rensburg said Tuesday that officials detected the H7N1 strain near the southwestern town of Oudtshoorn. He said they had quarantined farms in a three-kilometer (two-mile) radius for an intensive epidemiological investigation.

Van Rensburg says the impact of the new outbreak would be clearer once test results come in.

Online translation on the rise, changing lives

MOUNTAIN VIEW, Calif. (AP) ? You might use Google Translate to read a hard-to-find Manga comic book or to decipher an obscure recipe for authentic Polish blintzes. Or, like Phillip and Niki Smith in rural Mississippi, you could use it to rescue a Chinese orphan and fall in love at the same time.

Google is now doing a record billion translations on any given day, as much text as you'd find in 1 million books for everything from understanding school lunch menus to gathering national security intelligence. It translates in 65 languages, from Afrikaans to Yiddish, and can be used on websites, with speech recognition and as an app on mobile phones even if there is no connection.

While the technology is exponentially evolving, Google's translation guru Franz Och's face lit up when he heard that the Smiths and their new daughter, 14-year-old Guan Ya, are settling into their new lives together this month communicating almost exclusively through Google Translate.

"All day long I look at algorithms, algorithms and algorithms," he said. "It is so rewarding to hear that it is touching lives."

In the Smiths' case, it changed theirs forever.

The Smiths, who already have three children, first spotted Guan Ya less than a year ago when Niki Smith was looking at photos of hard to place orphans online, offering simple prayers for them one by one. With three children of her own, including a 3-year-old daughter adopted from China, she had no intention of adding to her family.

Then she saw Guan Ya.

"She was just our daughter," said Smith of that chance Internet encounter nearly a year ago. "There was no doubt about it, from the first time we saw her on the Internet."

There were seemingly impossible obstacles to adopting the girl. Firstly, Guan Ya was months away from turning 14, the age at which Chinese law would make her ineligible for adoption. Not only could Guan Ya not speak English, she didn't speak at all.

Guan Ya is deaf.

Undeterred, the Smiths scrambled through the paperwork and home studies that are inherent to international adoptions. With support from both Chinese and U.S. authorities, they expedited the bureaucracy by running a flurry of emails and forms through online translators. And one day Niki Smith received an email from her daughter-to-be, an unintelligible jumble of Chinese characters.

"Well, I couldn't begin to read this letter," said Smith.

That is where Google Translate came into play. Smith cut and pasted the letter into the empty rectangle for the program in her Internet browser and Guan Ya's thoughts magically appeared.

Thus began their heartwarming virtual conversation of love, family and life.

"The computers and software are tools, but I have no doubt that these tools made our bonding so much easier," said Niki Smith.

Machine translation dates back to the end of World War II, when coders realized that cryptography and deciphering were, in part, math problems. In 1949, influential scientist Warren Weaver laid out a pivotal proposition that paved the way for today's computational linguistics: a theorem could be developed to solve the logical structure of languages.

Yet almost 65 years since Weaver wrote that "it seems likely that the problem of translation can be attacked successfully," machine translation is far from perfect.

A team of South African researchers at the Matieland Language Centre recently published a study comparing documents translated between Afrikaans and English by professional translators and then by Google Translate. The results weren't even close. For the machine-translated writings, "the quality was still below average, and the texts would require extensive post-editing for their function to be met," they found.

"The general public thinks you can stick anything into machine translation and it's going to give you everything you need, but of course that's not the case," says Jamie Lucero, who heads the translation and interpretation program at Bellevue College in Bellevue, Wash.

He said for high quality translations, literature, marketing materials or complex syntax, a human translator is still essential. But machines are helpful, he said, "for people who just want to get a basic message across."

And he said some machine translators are better than others.

While translate.google.com leads the market, Microsoft's www.bing.com/translator offers a similar, free service with 41 languages that users say outperforms Google's when it comes to language used in high tech and software. WorldLingo is emerging as a leading pay-for-use translator with machine and professional translations in more than 140 languages, for people who require accuracy.

But any translation is a huge leap for communication, said Jennifer Uman , who co-authored a children's picture book, "Jemmy Button," with Italian collaborator Valerio Vidali, published this week. They met and then communicated for almost five years on the project almost exclusively through Google Translate.

Initially, she said, the translations were strange. Uman would write, "It looks great," and Vidali would read "I hoist much illusion."

"But over the years Google Translate got better and we got better," she said. "We kind of got the hang of how to use it, and it made it possible for us to collaborate."

Angolan blogger Rosie Alves, who launched a poetic and often racy blog "Sweet Cliche" a year ago, was confused when she saw that one in four readers were in the U.S. She blogs from her hometown Luanda in her native Portuguese, and counts 18,959 visits to date. In an email exchange with The Associated Press, she used Google Translate to answer questions: "I think it's very good although the translation is not 100 percent safe," she wrote. "The best part is knowing that there are people interested in what I write, and use the Google translator to understand my texts."

Nine thousand miles away at Google's Mountain View headquarters, Och said he's hoping to launch translation services for several Indian languages next, including Malayalam, an official language of Kerala state spoken by millions of people. His team consists of computer scientists and programmers, not linguists. And there's not a single Yiddish-speaking babushka, Basque sheepherder or Vatican-trained Latinist onsite to help.

Instead, the ever-improving algorithms detect patterns in texts already translated by humans, so the more "data" that exists in the form of books and documents, the more accurate the translation. When the system gets precise enough, they roll it out to the public.

There have been a few early releases, said Och. When Iran sank rapidly into an election crisis in 2009, Google released a Persian translator, noting the program was "a work in progress." And just days after a catastrophic earthquake hit Haiti in 2010, they launched a buggy Haitian Creole translator that, despite glitches, was widely used by rescuers and relief workers.

Last week in a supermarket in Rienzi, Miss., a mother and daughter hovered over an iPhone, passing it back and forth as they strolled the aisles, chatting about what they wanted to cook for dinner. It was just a few short weeks since they'd met in person, since Guan Ya had emailed her family-to-be: "No, I have never been shopping. You do not need to bring me anything. I do not know the things I like. I guess I like chocolate. Have you come to China yet? I will not be afraid. I am very happy."

When they met, she told her parents that more than anything, she wants to hear. And already doctors in Mississippi are suggesting that hearing aids and possibly a surgically implanted cochlear implant may help.

"So many things had to fall in place on both sides that it is amazing to see how God worked to get her home!" said her mom.

In those early emails, and on this day, the two typed back and forth the three English words, eight simple letters, and the three Chinese characters, a series of strokes and slashes, that mattered the most: "I love you!"

BLOOMINGTON, Minn. (AP) -- Minnesota Republicans are meeting to elect a new party chairman.

The party's central committee meets Saturday in Bloomington to choose their new leader. The four candidates are Keith Downey, Bill Paulsen, Bonn Clayton and Don Allen, with former state representative Downey viewed as the frontrunner.

The new chairman will take over party that's still struggling financially and politically. The party remains in debt to the tune of about $1 million after problems with financial mismanagement under a previous chairman. And Republicans haven't won a statewide race in Minnesota since former Gov. Tim Pawlenty was narrowly re-elected in 2006.

The meeting will also be a chance for potential candidates against Democratic Gov. Mark Dayton and U.S. Sen. Al Franken next year to make an impression on party activists.

Detective, murder suspect die in Mississippi altercation

(Reuters) - A police officer and a murder suspect were killed after an altercation during questioning escalated to gunfire at police headquarters in Jackson, Mississippi, authorities said on Thursday.

The officer was identified as Detective Eric Smith.

"This is indeed a sad day for our city, a sad day for the Jackson Police Department," said Jackson Mayor Harvey Johnson in a filmed interview posted on the Jackson Clarion-Ledger website.

"Our hearts go out to the Smith family. Detective Smith was an excellent officer, from all reports... Obviously the men and women of the Police Department are taking this pretty hard."

Smith leaves a wife and two sons, Johnson said on his Facebook page.

Hinds County Sheriff's Office spokesman Othor Cain said the shooting occurred on the third floor of the police headquarters in downtown Jackson.

"During an interview with the suspect, an altercation ensued and shots were fired resulting in the officer being shot and the suspect," Cain said. "Both have been pronounced dead."

It was not clear if the gun used in the shooting belonged to the officer.

Cain could not identify either of those killed. He said the officer was a veteran with the police department who had served for more than a decade.

The shooting occurred amid a heightened scrutiny of attacks on U.S. law enforcement officials after two prosecutors from Kaufman County, Texas, and the Colorado prisons chief were all killed in what appeared to be targeted attacks this year.

A West Virginia sheriff was also shot to death while sitting in his police SUV on Wednesday eating his lunch.

The Mississippi Bureau of Investigation has sent investigators to the Jackson crime scene, according to spokesman Warren Strain.

Thunder Rain On Sea Dogs Opening Day Parade

April 4, 2013 - Eastern League (EL) Portland Sea Dogs

(Portland, Maine) - The Trenton Thunder hit four home runs, and their pitching staff recorded 14 strikeouts, taking the season opener from the Portland Sea Dogs 13-5 on Thursday night at Hadlock Field. Shortstop Stephen Drew went 0-for-3 with an RBI in a Major League Rehab Assignment for the Sea Dogs. Portland committed five errors in the loss, leading to eight unearned runs.

Kyle Roller knocked in the game's first runs, launching a 3-run shot in the first inning off losing pitcher Drake Britton. The lefty lasted three innings, yielding five hits on seven runs (three earned), two walks and five strikeouts. In addition to Roller's homer, Britton surrendered a 3-run homer to J.R. Murphy and Rob Segudin - both in the third inning.

Trenton's bullpen worked 6.1 hitless innings on one walk and fanned 11. Danny Burawa (1-0) earned the win, retiring all four batters faced (three strikeouts). Shaeffer Hall, Kelvin Perez and Brandon Pinder closed out the win for the visitors.

Portland took a 4-3 lead in the second inning on Heiker Meneses' 3-run homer to centerfield, the 'Dogs final hit of the game. Shannon Wilkerson went 1-for-4 with a double and scored from second base on a run-scoring ground out by Drew.

Keith Couch worked three strong innings of relief for the Sea Dogs in his Double-A debut. The righty allowed two unearned runs on one hit and fanned four. Daniel Bard made his first Double-A appearance since 2008 and gave up a two-run homer Neil Medchil. Trenton added two unearned runs off Will Latimer in the eighth inning.

Tonight's game marked the 20th season of Sea Dogs baseball in the City of Portland. Before the game, longtime Public Address Announcer Dean Rogers, who retired after 19 seasons, threw out the first pitch.

The Sea Dogs and Thunder continue their four-game series on Friday night from Hadlock Field beginning at 6:00 PM. The Sea Dogs will send right-handed pitcher Brandon Workman to the mound. UN condemns Afghan attack that killed at least 46

KABUL, Afghanistan (AP) ? Afghan officials released harrowing new details on Thursday about an attack in a western province where assailants shot everyone in their path, sending terrified people jumping from windows trying to escape the assailants who killed at least 46 civilians and security forces.

Civilians have frequently been caught up in the fighting between militants and Afghan and U.S.-led combat forces, but the U.N. condemned Wednesday's attack, saying civilians were deliberately targeted at the courthouse and other government offices in Farah province. Two judges, six prosecutors, administration officers and cleaners working at the site were among the dead, the U.N. said.

Also Thursday, NATO reported that an American F-16 fighter jet had crashed in eastern Afghanistan, killing the U.S. pilot. The U.S.-led military coalition did not release further details about Wednesday's crash.

"While the cause of the crash is under investigation, initial reporting indicates there was no insurgent activity in the area at the time of the crash," the coalition said in a statement.

Illustrating other dangers, an airstrike by U.S.-led forces mistakenly killed four policemen and two brothers as their car was being searched at a checkpoint in eastern Afghanistan, an Afghan official said Thursday.

The strike occurred in the Deh Yak district of Ghazni province, according to district chief Fazel Ahmad Toolwak. He said NATO troops were fighting Taliban militants about 10 kilometers (six miles) away, but those killed in the strike were not involved in that battle.

A NATO spokesman, U.S. Army Maj. Adam Wojack, said the international military coalition was looking into the report, adding it "takes all allegations of this type seriously."

According to a recent U.N. report, 2,754 Afghan civilians were killed last year ? down 12 percent from 3,131 killed in 2011. But the number killed in the second half of last year rose, suggesting that Afghanistan is likely to face continued violence as the Taliban and other militants fight for control of the country as foreign forces continue their withdrawal.

The U.N. said the Taliban and other insurgents were responsible for 81 percent of the civilian deaths and injuries last year, while 8 percent were attributed to pro-government forces. The remaining civilian deaths and injuries could not be attributed to either side.

The number of casualties blamed on U.S. and allied forces decreased by 46 percent, with 316 killed and 271 wounded last year. Most were killed in U.S. and NATO airstrikes, although that number, too, dropped by nearly half last year to 126, including 51 children.

The Taliban claimed responsibility for the attack in Farah, the capital of the province of the same name near the border with Iran.

The hospital in Farah was so overwhelmed with casualties that helicopters had to ferry some of the wounded to other hospitals in nearby areas.

Provincial Gov. Akram Akhpelwak said two more people had died from the attack, raising the death toll to 55 ? 36 civilians, 10 Afghan security forces and nine attackers. More than 100 people also were wounded, he said.

One of the province's members of parliament, Humaira Ayobi, said one elderly man was found hiding in a bathroom, afraid to come out.

"Farah is a city of sadness," she said in a telephone call after attending a funeral for some of the victims. "The stores are closed. There's no traffic in the streets."

The attack began when two suicide bombers detonated an explosives-laden vehicle near the courthouse, shattering windows and devastating several buildings. Seven others jumped out of the pickup and ran toward the courthouse and attorney general's office, prompting an eight-hour gunbattle that left many buildings pockmarked from bullets and rocket-propelled grenades.

Ayobi said the attackers went from room to room shooting people, including nearly two dozen people who had taken refuge in a basement. She also said two judges were singled out to be killed in a separate room, and that their bodies were burned.

The attackers were wearing military-style uniforms easily bought in Afghan markets and had painted a pickup in camouflage to disguise it as an Afghan National Army vehicle so it could bypass checkpoints, she said.

An Associated Press photo shows a group of soldiers standing over the body of one of the slain attackers who was lying in a pool of blood and wearing a uniform nearly identical to theirs.

Local officials said Wednesday that they believed the attackers were trying to free 15 Taliban prisoners who were about to stand trial. But Ayobi said the initial target might have been the governor's compound until heavy security there forced the attackers to redirect themselves to the courthouse.

In New York, the U.N. Security Council condemned the attack "in the strongest terms" and called for the perpetrators, organizers and financiers to be brought to justice. The council reiterated its "serious concern at the threats posed by the Taliban, Al-Qaida and illegal armed groups to the local population, national security forces, international military and international assistance efforts in Afghanistan."
