Zambian President Sata under scrutiny

LUSAKA, Zambia (AP) ? Zambia's populist president portrays himself as a corruption-buster, but critics are raising questions about the appointments he's made, his conduct and the lucrative contracts he has awarded for government work in the year since taking office. President Michael Sata made his uncle his finance minister, appointed other relatives to other high government posts, and has picked a fight with the judiciary.

Despite his promises to be different, it looks like politics as usual in this copper-rich southern African country.

In Zambia and across Africa, multi-party contests and relatively peaceful elections are increasingly the norm. But governance often fails to meet voters' expectations, and entrenched parties can make a mockery of the trappings of democracy.

Power has changed hands in Zambia among a clique of politicians who jump from party to party as rivalries and allegiances shift. Politics is often more about personality than policy in this young democracy, with voters offered little more than a choice among strong men.

Sata was once a member of the late President Frederick Chiluba's Movement for Multiparty Democracy and served in Chiluba's Cabinet in the 1990s. Sata formed his own Patriotic Front party in 2001 after differing with Chiluba over party leadership, and lost to Levy Mwanawasa, the man Chiluba picked to succeed him, in 2001 and 2006 presidential elections. After Mwanawasa died in office in 2008, Sata lost a special election that year to Rupiah Banda, who had been Mwanawasa's vice president. Sata finally won in 2011, defeating Banda in September.

Sata, known as King Cobra because of his sharp tongue, won support at home and abroad with his anti-corruption, pro-poor rhetoric. He returned from a recent visit to Europe with a promise of private foreign investment in farming and a pledge from the British government of a three-year, 58 million pound grant to fight poverty.

"We are very impressed and encouraged by President Sata's personal and government commitment to fighting corruption," British Secretary of State Andrew Mitchell said. "We will continue to support Zambia's development activities, despite the recession in the eurozone."

But some Zambians are concerned about Sata's leadership, accusing him of nepotism and favoritism.

He appointed his uncle, Alexander Chikwanda, as minister of finance, and his nephew, Miles Sampa, as deputy finance minister. The local government minister is his niece, and cousins have been appointed ambassador to Japan and acting chief justice. Giving family members government jobs is something of a political tradition in Zambia. Under Mwanawasa, some dubbed government "the family tree."

Journalists from the Post newspaper, which supported Sata during his presidential campaign have gotten jobs in the president's office, the ministry of information and in several Zambian embassies. Zambians also say members of Sata's Bemba tribe and others from the Bemba northern stronghold are being favored by his government. Nevers Mumba, a prominent televangelist and opposition politician is, like Sata, a Bemba, and recently expressed concern over the perception of favoritism.

"It is important that this government respects the fact that wisdom, intelligence comes from all areas of the country," Mumba said.

The finance minister's company, Apollo Construction, was recently awarded a contract to renovate the presidential home, known as Nkwazi. Vice President Guy Scott told parliament last March the 642 million kwacha contract was awarded properly.

Sata also has been accused of undermining judicial independence. He has suspended two Supreme Court judges and one High Court judge who ruled against his ally, the Post newspaper, in a case involving a debt the newspaper and others owed.

Sata has accused the three judges of "professional misconduct" in the loan case and announced the appointment of a tribunal to investigate them.

In June, the president's office announced that Chief Justice Ernest Sakala had gone on leave pending the expiration of his contract in August. Sakala was replaced by Lombe Chibesakunda, a respected jurist who is a cousin of the president.

Last year, before Sata became president, Sakala in an apparent snub refused to shake hands with Sata when the two happened to be at the same Sunday Mass.

Sata has been quoted as complaining that judges "want to investigate others but they don't want to be investigated." Some Zambians share his view. Telesphore Mpundu, the Catholic archbishop of Lusaka, has accused judges of refusing to be held accountable.

"We should never, as a nation, be complacent," the archbishop said. "We need to quiz those serving us, including judicial officers."

The judiciary in Zambia has faced corruption allegations, with lower-ranking judges in particular accused of taking bribes to decide cases.

Hakainde Hichilema, leader of the main opposition United Party for National Development, has expressed concern about the independence of the judiciary, and about the state of democracy in general under Sata. But Zambians have reason to also be skeptical of claims by opposition members to be champions of democracy. Hakainde's UPND has not held internal elections for party leadership posts for almost a decade.

Teachers and Administrators, Don't Be Scared of Technology: It Won't Replace the Classroom

Last year, our principal posed this question to our faculty: ?Can we be rendered obsolete by online learning??

The Khan Academy was receiving widespread attention for propagating the idea of an online learning experience for younger students. There was a general fear among school administrators and teachers in the K-12 education community that this could become an exclusively online learning system; that a computer could replace a teacher, and an ?online learning environment? could replace a classroom.

Could an online learning system replace a classroom? Yes, it could. Will it? Most definitely not.

The skills that are valued in education today, as opposed to ten years ago, require students to be able to do something with raw information. Students, in order to compete in this highly dynamic world, should be able to collaborate with others in order to create, synthesize, interpret, and evaluate information. These skills are not taught by rote learning alone, but rather are learned through discovery, inquiry, and exploration. Many of these skills cannot be successfully taught through an application or website, but must be experienced in class and facilitated by a teacher.

The Internet has changed society?s definition of a knowledgeable person. As recently as t he beginning of the 21st century, educated people were those who knew a great deal of information about one or many subjects. Now, many of us carry smartphones in our pockets. The actual worth of being full of information has, as a result of this accessibility, gone down a great deal. In this ?Age of Information,? access to facts and data is no longer available only to the educated elite, but is available to anyone with an Internet connection. So, as a society, what is an ?educated person?? What value does that person have? What information really matters, and what has been reduced to the level of trivia?

This is where the classroom comes in. A classroom is not a virtual dictionary or lecture hall where students can receive isolated pieces of information, but rather a place where students can learn how to distill and discern the value of the information they find on the Internet, as well as analyze bias, evaluate content, and construct their own knowledge.

Students need to be able to work with other students to come to these new understandings. In the classroom, the collaborative process is preparing our students to contribute to our economy that is now based more on service and face-to-face interactions than the manufacture of goods (as was the case fifty years ago.) This is the case regardless of the socioeconomic level of the school and its ability to access technology. Because of this shift, in today?s world we have to be literate in the collaborative process.

While online learning has become prevalent in college environments, for K-12 education, it is simply not sufficient. As John Dewey (2002) states, ?When the school introduces and trains each child of society into membership within such a little community?we shall have the deepest and best guaranty of a larger society which is worthy, lovely, and harmonious.? (p.124) Online learning has created more opportunities for colleges to convey information to students, but the education of younger students requires much more than the conveyance of information. Instead this burden of education includes the preparation of the student for interaction in our larger society.

Just like many other online learning tools, this exclusively online classroom idea can have its place. When Wikipedia first became commonly used, there was concern that it would be an academically unreliable source, and many educators banned its use by students. There is value to Wikipedia: it is a helpful tool in research as a jumping-off point to obtain further information. Similarly, we would be imprudent in completely discounting the value of learning sites like Khan Academy. When students need to reinforce certain skills, these online learning tools can be very helpful. Proponents of Khan Academy laud it for its ability to ensure that each student is held accountable for their own learning, and that certain skill reinforcement is not overlooked in the efforts of keeping up with the pace of the class. If education was simply about skill reinforcement, then this model might actually be a substitute for the traditional classroom; we as teachers know that skills are simply one facet of a well-rounded education.

While technology cannot replace a classroom, teachers would be remiss if they did not take advantage of the multitude of ways in which technological advances can help them further improve their craft. Now, teachers do not have to spend as much time teaching their students facts to memorize, and can devote more precious class time to engaging with the material on a level that requires students to think critically. Technology is a vehicle that makes this possible.

Effective teachers have been guiding students toward reaching deep and meaningful understandings of content for generations; teachers and their contributions are an invaluable part of the education system. It would be just as misguided to assume that teachers can be replaced by technology as it would be to assume that in today?s world, teaching can exist without technology. These ideas are not, and should not be, mutually exclusive. In the classroom, there must be a marriage of interaction, collaboration, and technology.

For example, our students used Skype to speak with a state assemblyman; though this face-to-face interaction occurred through a computer screen, students were able to have an educational experience that would not have been possible otherwise. The alternative, letter-writing, would not have as much of an impact on the students. While all interactions should not be conducted by means of technology, its purposeful supplemental use can revolutionize learning experiences without sacrificing that which we hold dear about education.

Teachers? skills must improve along with technological advances. While every year, new technologies are touted as indispensable classroom tools, only some will be worthwhile for actual use in the classroom. We teach our students critical thinking and evaluative skills; we need to apply those discerning skills to the multitude of technological tools we have the option of implementing in our classrooms.

Just because an educational tool isn?t perfect does not mean it should be disregarded. Just because an online classroom does not replace the role of a teacher doesn?t mean that this learning tool has no educational merit. Though there are thousands of technological tools that help enhance instruction, it doesn?t mean that teachers will be rendered obsolete.

Reading Rainbow (for iPad)


Reading Rainbow (free to download, $9.99 per month) is an updated, interactive version of the beloved children's television show, with kids engaging with books directly on their iPad. Kids can tap through a library of books and either read the story themselves or have the app read the story aloud. The illustrations have been enhanced with cute little animations and each book comes with a game. Kids are also rewarded with "stickers" each time they finish a new book. The Reading Rainbow app for the iPad does what the television show did successfully for 26 years: grab the kids' attention with beautiful illustrations and get them reading.

Parents who grew up watching the show on PBS until its abrupt cancellation in 2009 would recognize the familiar rainbow logo and the host, LeVar Burton. Burton is back as the host and the main narrator in the app. The TV show interspersed clips of Burton going on "field trips" and talking about an unusual location, such as the ship's cargo area, in between stories. The iPad version brings clips from the original show back, as kids can choose between books and Burton's videos.

Reading Rainbow is listed under the Education category in the iTunes App Store and the app is free to download. Kids get access to one book for free after installing the app. Additional books require a subscription, at $9.99 a month or $29.99 for six months. The subscription is for unlimited access, so kids can grab as many books as they want for that same price. There didn't seem to be any such restriction on the video clips.

The brand name is not going to mean much to younger kids, but it will strike a chord with the parents (I plead guilty!) who will be the ones paying for the monthly subscription. Reading Rainbow is an easy pick as an Editors' Choice as an educational app.

How We Reviewed the App
The app targets kids aged four to nine so I decided to include my sons in the review. I downloaded and installed the app and handed the iPad2 over to my six year old, who already knew how to read. After he went through the app, I uninstalled and re-installed again (with another Apple ID) to give his younger brother, almost four, a chance to play. The four year old knows his letters and the sounds letters make but is not yet reading. They were both absorbed with the beautiful illustrations and easy controls, and complained loudly when I reclaimed the tablet to check out the app myself.

The first time it runs, the app plays a video of Burton describing the app's goals and how kids can use it. The video is clearly aimed for the parents, but there's no way to skip the clip other than fast-forwarding through it. Right after that infomercial, kids are encouraged to "register" by creating their profiles. After creating a profile, the kids go through a quick interactive tutorial to learn how to use the interface. The Reading Child was a little frustrated at how long he had to wait before he could really get started with a book. I learned my lesson and ran the app once to get past that initial video when it was Pre-Reading Child's turn.

The Book Islands
The books are categorized by theme, such as "Action Adventures & Magical Tales," "Genius Academy," "Animal Kingdom," and "My Friends Family." Visually, they are represented as floating islands in the sky. The boys swiped through the sky to browse through the various islands before tapping on one to select the category. It was easy for non-readers to figure out some of the categories by just looking at the pictures. For example, the Animal Kingdom island was an island overflowing with giraffes, lions, a zebra, and an elephant.

Once the boys selected the island, the interface opened up as a book shelf, filled with books. The same books can appear across multiple categories. After the boys selected a title, the interface changed to look like a page in an old book (with yellowed pages?a nice visual touch) displaying a short description of the book and a prompt to confirm the selection. Reading Child had no problem selecting "yes" or "no" after reading the description, but Pre-Reading Child wanted to know why we had to confirm again when we'd already picked out the book.

The theme song on the show may have been, "Butterfly in the sky, I can go twice as high," but the app uses hot air balloons for its theme, as they are all over the place.

The Personalized Companion
When the boys started the app, they registered with their names, ages, and gender, and then picked out three topics they liked (wizards & fairies, sports, ocean adventures, things that go, princes and princesses, space & beyond, travel & adventure, animals, and pirates). The registration process also asked for the parents' email address, which I didn't let the kids enter. If I'd entered the email address, the app would have automatically opted me into receiving updates and other information by email. I dislike apps and sites that assume opt-in; I would have preferred the box to be unchecked. I had the option to subscribe, or start the free trial.

I couldn't figure out a way to have multiple profiles, so that Reading Child and Pre-Reading Child could enter their own names and category preferences. For the review, they entered their own names and put in their own interests for each instance that I installed. In a real situation, I would have probably combined their names during the profile selection, and had them agree on which topics to pre-select, to "share" the profile. Considering the effort the app made to "customize" the experience for the child, the one-size-for-all-siblings felt a little odd. It would be an issue if there was an age gap between siblings, as well, since the book recommendations are age-based.

As Commissioner Roger Goodell continues to deliberate the final rulings in the bounty suspension appeals, the league over which he presides continues to declare the players? guilt.

NFL spokesman Greg Aiello said Tuesday, via the Associated Press, that the evidence is ?overwhelming.?

?The investigation was thorough and includes statements from multiple sources with firsthand knowledge about the details of the program, corroborating documentation and other evidence,? Aiello said.? ?The enforcement of the bounty rule is important to protect players that are put at risk by this kind of scheme.?

Aiello?s comments come on the same day that Saints quarterback Drew Brees is questioning via an all-day media blitz the quality of the league?s case, and four days after NFL general counsel Jeff Pash touted the ?mosaic? of evidence that was presented during the June 18 appeal hearings.

?Certainly, Drew Brees would not want to be the target in a bounty scheme and that is why we must eliminate bounties from football,? Aiello said.

Given the league?s views, the appeals should have been denied by now.? As Saints linebacker Jonathan Vilma said Monday, ?What?s this guy waiting on?? Make your ruling so we can get on with phase 2 already.?

Also, the dueling soundbites from the league and Brees further illustrate that, ultimately, the bounty case has become an exercise in semantics.? No players were paid to injure other players.? Instead, the Saints created a system for financially rewarding players who in the normal course of delivering big, clean, legal hits rendered an opponent unable to play in all or part of the remainder of the game.? Though that?s one of the realities of a game in which success is premised partially on attrition, the league believes that creating that kind of incentive could lead to deliberate attempts to injure, whether through legal hits or through illegal hits.

The players believe the NFL has tried to suggest that the Saints were doing something far more sinister than the jobs they?re already paid to do (i.e., hit the other guy as hard as you can, cleanly and legally).? The NFL believes that, regardless of the language used to describe it, the concept of offering players money for rendering opponents unable to continue to play is inherently sinister, and thus unacceptable.

Regardless of how it all plays out, Aiello?s comments make clear that there?s no reason to further delay the rulings on the appeals.? Phase One clearly is over; it?s time to get on with Phase Two.

Big Ten, Ivy League to study sports head injuries

LINCOLN ? A University of Nebraska-Lincoln brain researcher is at the forefront of a newly announced partnership between the Big Ten and the Ivy League to study head injuries in sports.

Dennis Molfese, a developmental psychologist who heads UNL's Center for Brain, Biology and Behavior, says the new partnership offers unprecedented opportunity to study how concussions and other head injuries affect the workings of the brain.

"For the first time, we'll be collecting large amounts of data from a large number of people ? more than had ever been tested before," he said. The collaboration will enable scientists to examine athletes' brains before and after they have suffered a concussion, to learn more about how concussions damage the brain and how the brain recovers from the injury.

"We should know more in a year or two about how to assess concussion and track its progress than we've learned in 100 years," Molfese said.

A typical major college football program experiences about 20 concussions per year among its athletes, Molfese said. With 12 Big Ten and eight Ivy League teams to draw from, scientists would have the ability to analyze about 400 injuries a year and to compare brains after injury with baseline MRIs taken of young athletes when they enter the program.

Big Ten and Ivy League officials officially announced the new partnership Tuesday. The effort has been in the works for more than two years.

An official with the Committee on Institutional Cooperation ? the Big Ten's academic arm ? called the new partnership as "the deepest and most significant research collaboration we've launched."

"It draws perfectly on the intersection of great medicine, greath athletics and great academics that characterizes what is best in our universities," said Barbara McFadden Allen, executive director of the CIC.

University of Iowa President Sally Mason and Princeton Univeristy President Shirley Tilghman, who serve, respectively, as chairwomen of the Big Ten's Council of Presidents/Chancellors and the Ivy League's Council of Presidents, also touted the new partnership. "It will provide an incredible boost to our ongoing efforts while reinforcing the priorities of institutional research and reciprocity between some of the nation's top academic organizations," Mason said.

"The Ivy League is committed to fostering a safe and healthy environment for our student athletes," Tilghman said. "By pooling our expertise and resources, our institutions aim to significantly expand upon the resarch needed to improve long-term, concussion-prevention measures."

Molfese is an Oklahoma native whom UNL wooed away from the University of Louisville in 2010. New quarters for his laboratory are being built as part of the expansion and renovation of the east side of Memorial Stadium. The lab is scheduled to open in July or August 2013.

Nebraska Athletic Director Tom Osborne agreed that the Athletic Department will contribute $1.5 million toward the cost of outfitting Molfese's laboratory, which will include a sophisticated MRI machine that studies brain activity.

Molfese also serves as coordinator of the Big Ten's research into athletic brain injuries. As such, he helps organize the work of some 44 scientists, team physicians and athletic trainers, tackling issues such as common research standards among participating universities' institutional review boards; establishing a central repository for collecting and maintaining data; and developing standard formats for data.

Although the research will focus on athletes, it has implications far beyond sports, Molfese said. It also could help the person who suffered a brain injury in a car accident, the child who was hurt in a shaken-baby incident and the newborn who was deprived of oxygen during birth.

"We should definitely be able to make (football) much safer, and if injuries do occur, students will have a better prospect of recovery," he said. "But there are 1.5 million new head injuries each year in the U.S. and sports injuries are a relatively small part of that."

WikiLeaks' Assange seeks asylum at Ecuador embassy

QUITO/LONDON (Reuters) - WikiLeaks' founder Julian Assange has taken refuge in Ecuador's embassy in London and asked for asylum, officials said on Tuesday, in a last-ditch bid to avoid extradition to Sweden over sex crime accusations.

Ecuadorean Foreign Minister Ricardo Patino said his country would weigh the request from the self-styled anti-secrecy campaigner, whose website is famous for leaking hundreds of thousands of U.S. diplomatic cables.

The appeal for protection was the latest twist in Assange's 18-month fight against being sent to Sweden, where he is wanted for questioning about allegations of rape and sexual assault made by two female former WikiLeaks volunteers.

The situation threatens to inflame tensions between the government of Rafael Correa, Ecuador's leftist and ardently anti-Washington president, and U.S. authorities, who accuse Assange of damaging its foreign relations with his leaks.

It is also an embarrassment for Britain, whose foreign ministry on Tuesday confirmed the 40-year-old Assange was beyond the reach of its police in the Ecuadorean embassy.

"Ecuador is studying and analyzing the request," Patino told reporters in Quito. He added that any decision would be made with "respect for norms and principles of international law".

The Andean nation in 2010 invited Assange to seek residency there but quickly backed away from the idea, accusing him of breaking U.S. laws.

Since his detention, Assange has mostly been living under strict bail conditions at the country mansion of a wealthy supporter in eastern England. His associates say that amounts to 540 days under house arrest without charge. Breach of bail conditions is potentially a criminal offence.

EMBASSY PROTECTION

"While the department assesses Mr. Assange's application, Mr. Assange will remain at the embassy, under the protection of the Ecuadorean Government," the embassy said on its website.

"The decision to consider Mr. Assange's application for protective asylum should in no way be interpreted as the Government of Ecuador interfering in the judicial processes of either the United Kingdom or Sweden."

Assange arrived at the embassy in London's exclusive Knightsbridge district asking for protection and complaining that his home country of Australia had abandoned him and refused to defend him, according to a statement from Ecuador's Foreign Ministry.

"Such statements (from Australia) make it impossible for me to return to my home country and puts me in a state of helplessness by being requested to be interrogated by the Kingdom of Sweden, where its top officials have openly attacked me," the ministry quoted him as saying on its website.

According to Patino, Assange fears extradition "to a country where espionage and treason are punished with the death penalty". He appeared to be referring to the United States, because Sweden does not have the death penalty. Neither Sweden nor the United States has charged him with treason or spying.

Australian Prime Minister Julia Gillard, in Mexico for the G20 summit, said Australian consular officials would continue to assist Assange, adding Australia opposed any extradition of Australian citizens on charges which carry the death penalty.

"Let's be very clear about this. Australia opposes extradition in death penalty cases. We do that for every Australian citizen, we will do that for any Australian citizen," Gillard told reporters.

"Our consular officials will be in contact with him, and also with Ecuador in London about this. But his decisions are for him to make," Gillard said.

The Swedish Prosecution Authority said it had no information other than that which had appeared in the media.

The lawyer for the two female former WikiLeaks volunteers who made the complaints against Assange said he was not surprised by Assange's latest move but expected Ecuador to reject the asylum request.

"This (asylum request) is of course without any grounds ... It is nonsense actually," lawyer Claes Borgstrom told Reuters.

"He wants to focus on Wikileaks, the CIA etc. It will not change the situation, he will be extradited."

EXTRADITION LOOMING

Britain's Supreme Court last week said Assange could be extradited to Sweden in about two weeks' time, rejecting his argument that a European arrest warrant issued by Swedish prosecutors for his extradition was invalid.

The only recourse left to him in the courts is an appeal to the European Court of Human Rights.

Assange, who has not been charged with any offence in Sweden and denies any wrongdoing, has argued that the case is politically motivated because the release of documents on his website has angered the United States.

In 2010, WikiLeaks began releasing secret video footage and thousands of U.S. diplomatic cables, many of them about Iraq and Afghanistan, in the largest leak of classified documents in U.S. history.

The silver-haired Assange spent nine days in jail in Britain before being released on bail on December 16, 2010, after his supporters raised a surety of 200,000 pounds ($314,300).

Anti-censorship campaigners who backed Assange at one stage included celebrities such as journalist John Pilger, film director Ken Loach and socialite Jemima Khan.

As part of his bail conditions, he had to abide by a curfew, report to police daily, and wear an electronic tag.

"There's been an organized campaign to undermine him in recent months in Britain," the BBC quoted Assange's friend Vaughan Smith as saying, "and he believed that if he was sent to Sweden, he would be sent to America".

Smith put Assange up until last December.

Australian National University professor of international law Don Rothwell said Assange could avoid the legal proceedings in Sweden and any potential charges in the United States if Ecuador granted him asylum.

He said an extradition treaty between Ecuador and the U.S. did not cover political charges.

"The treaty provisions may not be broad enough to encompass U.S. criminal charges on matters related to Assange's Wikileaks activities and the publication of classified US government documents," Rothwell said.

Wikileaks has faded from the headlines due to a dearth of scoops and a blockade by credit card companies that has made donations to the site almost impossible.

(AP) ? Cleared in court, Roger Clemens will now take his case before a larger jury: some 600 Hall of Fame voters.

Twelve jurors acquitted him Monday on charges of lying to Congress when he denied using performance-enhancing drugs. Come December, the voters will decide whether Clemens ? one of the best pitchers in baseball history ? should be granted or denied the game's highest honor.

"I think everybody believes he was guilty in some form or fashion," said John Harper of the New York Daily News, who doesn't plan to vote for Clemens. "I think that's the real issue as far as voters go. I know that's an issue for me."

ESPN reporter/analyst Tim Kurkjian, a Hall voter for more than two decades, said: "It doesn't change how I view him. I think he did something and they just couldn't prove it. I think most rational people look at it that way. I was going to vote for him anyway."

Clemens, Barry Bonds and Sammy Sosa all will be first-timers on the ballot, which in some ways will be a referendum for the Steroids Era. Mike Piazza, Curt Schilling and Craig Biggio also will be making their initial appearances.

"To me, Roger Clemens was a Hall of Famer from the moment he retired, just like Barry Bonds," San Francisco Chronicle columnist Bruce Jenkins said. "I don't much care for them as people, but that's irrelevant, and I've never believed in the Hall of Fame's 'character' clause. It never seemed to apply to a number of shady characters who made the Hall of Fame over the years, so I simply ignore it. I base my vote on the best players during their time. Cheating has been part of the game since its inception, whether it was gambling, doctored balls or pre-steroid drugs. It's as essential to the game's fabric as the sacrifice fly."

Asked about Clemens' chances for making the Hall, NBC's Bob Costas said: "A guilty verdict would have damaged his reputation. It remains to be seen how much or if this verdict helps it.

Costas doesn't cast a ballot; Hall of Fame voters are veteran members of the Baseball Writers' Association of America.

"I think some people will assume that he may very well have lied, but that the government couldn't prove it," former baseball Commissioner Fay Vincent said. "They may have real reservations about his record in light of those questions. But I think it modestly improves his chances of being elected to the Hall of Fame."

Clemens spent 4? years proclaiming his innocence after Brian McNamee, his former personal trainer, told baseball investigator George Mitchell that he injected the pitcher with steroids and human growth hormone about 16 to 21 times during 1998, 2000 and 2001.

On Monday, a jury of eight women and four men agreed with Clemens, a seven-time Cy Young Award winner.

"I think it's great for the game because we can stop talking about it now," Yankees captain Derek Jeter said. "I'm pretty sure baseball fans are happy it's over."

Yankees pitcher Andy Pettitte, a longtime friend of Clemens and a key witness in the case, wouldn't give his opinion on the verdict, saying only: "I don't even care to talk about that." Pettitte was believed to have given Clemens a boost when he testified there was a 50-50 chance he might have misunderstood a conversation during the 1999-00 offseason that the government claimed was proof Clemens admitted using HGH.

"We get all these trials out of the way, we can move on," said Yankees manager Joe Girardi, a former Clemens teammate. "Now, it seems like we're beyond it."

Baseball Commissioner Bud Selig declined comment on the verdict, announced in U.S. District Court in Washington.

Union head Michael Weiner said Clemens was "vindicated."

"We look forward to him taking his rightful place in the Hall of Fame," Weiner said.

Vincent called it a "big win" for Clemens and his lawyer. "It's a major defeat for the Justice Department ? one of a series," he said. "I think the government is at a huge disadvantage against really good outside lawyers."

Clemens is the latest sports figure to frustrate the federal government's efforts to nab suspected steroid cheats despite prosecution costs of tens of millions of dollars.

Bonds, a seven-time NL MVP, was convicted of a single obstruction of justice count that he gave an evasive answer to a grand jury in 2003, and charges were dropped last year that he made false statements when he denied using performance-enhancing drugs.

A grand jury investigation of Lance Armstrong was dropped last winter without charges being filed, though the U.S. Anti-Doping Agency filed formal accusations last week that could strip the seven-time Tour de France winner of his victories in that storied race. Armstrong denies any doping.

Jeff Novitzky and his teams of investigators have obtained only two guilty pleas from athletes (Olympic track star Marion Jones and former NFL defensive lineman Dana Stubblefield); and two convictions (Bonds and sprint cyclist Tammy Thomas). Jones, who also pleaded guilty to making false statements about her association with a check-fraud scheme, was the only targeted athlete to serve a day in prison.

Bonds' conviction still must survive an appeal.

Clemens has no such worries. With a 354-184 record, 3.12 ERA and 4,672 strikeouts, he would have been a sure first-ballot Hall of Famer when the votes are totaled in January. But since the day the Mitchell Report was released, his reputation has been tainted by suspicion.

Still, Cleveland Indians pitcher Josh Tomlin was thrilled for Clemens, one of his boyhood heroes growing up in Texas.

"If a case goes on that long and the jury decides he's not guilty, then obviously he's telling the truth," he said.

Low-dose vitamin D may not prevent fractures in healthy women ?- what about higher doses?

ScienceDaily (June 16, 2012) ? Vitamin D and calcium are dietary requirements, but it's unclear how much is best for us. New draft findings by the United States Preventive Services Task Force conclude that for healthy, postmenopausal women, daily supplementation with low levels of vitamin D -- up to 400 international units -- combined with 1,000 milligrams of calcium, does not reduce fracture risk.

However, this amount of supplementation is associated with a small but significantly increased likelihood of developing painful kidney stones, according to the task force.

Because relatively few, high quality studies have been done, the task force was unable to draw conclusions about the fracture-preventing merits of supplementation in healthy men and in premenopausal women.

Nor did studies offer conclusive evidence regarding vitamin D and cancer prevention, according to the task force. Evidence also was inadequate to draw conclusions about supplementation with higher doses.

The task force did not review studies on supplementation that were focused on individuals who already had osteoporosis or vitamin D deficiencies. Nor did the task force investigate other putative benefits of vitamin D.

However the task force did previously recommend vitamin D supplementation to prevent falls among men and women age 65 and older. Falls are a major cause of hip fracture and early death among the elderly, especially among those with osteoporosis.

Vitamin D Benefits, Risks, Not Adequately Studied "We know that vitamin D and calcium are essential for a healthy diet," said task force member Kirsten Bibbins-Domingo, MD, PhD, a UCSF epidemiologist and internist. "We're not making recommendations about the treatment of osteoporosis or of vitamin deficiency. We're making recommendations that apply to generally healthy women who are seeking to supplement their diets to prevent fractures."

The task force reviewed already-published studies to draw conclusions. The public comment period for the new draft recommendations runs through July 10.

To reach its recommendation that healthy, postmenopausal women not take low-dose vitamin D and calcium supplements to ward off fractures, task force members examined 16 studies in which participants took supplements. Formulations and dosages of vitamin D and calcium varied among the studies.

Among them was the Women's Health Initiative (WHI). The WHI included 36,282 health postmenopausal women ages 50 to 79. As part of the study, many women were assigned to take 400 international units of vitamin D3 and 1,000 milligrams of calcium carbonate each day. Results of other studies of low-dose supplementation were consistent with WHI findings, Bibbins-Domingo said.

To prevent fracture, supplementation for healthy, postmenopausal women at low vitamin D doses, with or without calcium, "does not work," Bibbins-Domingo said, and comes with a "small but measurable risk for kidney stones."

Whether benefits outweigh risks for harm at higher supplemental doses remains unclear.

"Many women are taking higher doses of vitamin D already, and that is where there is not sufficient evidence for us to make a recommendation one way or another," Bibbins-Domingo said. The same goes for many other questions related to vitamin D in various patient groups.

"We need more research. There are not enough high-quality studies," she said.
